ok so there's that rule that you can only have critical once your level 50, well level one people have critical! why: people get pets, train them till they have the critical power, then trade them to their lower lvl characters. What I am suggesting: don't let people equip these pets until they're lvl 50, remove the talent entirely, or make the talent just not work until they're level 50
The pairing system is still pretty messed up and your magus will still get paired against lvl 80's. So crit and block are still going to be relevant to you at 49 and below.
I agree that crit is overall a huge drag on PVP and I highly question its value in the game entirely.
All I can say is work on your global resist and buy some conviction TC in the bazaar. That will keep all but the worst offenders (sudden-cardiac-death style pets with triple storm damage and double crit boost) from one-hit blowing you out of the game.
Of note there's also a couple pets with block as a first generation ability - grants around ~35-40 block. Even a nominal block can help you a lot vs. the usual run of lvl <50 crit noobs because their crit isn't that high. It's when they face a totally unblocked opponent that they cause havoc.

unfair, sorry. There is also fairly low level gear that offers critical *level 10 boots as an example. There is no reason to punish those who have worked and spent time and money to get critical; we all have that option.
