I wish I could link you to it, but my computer blocks Central and Wikia now, so this explanation will have to do.
If you're referring to the Frostbit Cape/Hood/Boots, that's Legendary Ice gear and is available only from bosses in Waterworks. It's an optional dungeon, but you must be level 60+ to access the quest for it; the gear is also No Auction, which means it's not available in the Bazaar... or, in this case, for purchase anywhere in the Spiral.
Every school has a similar set, with slightly-different stats and names.
You may get the gear after 2 tries, or 200~ as with everything else in the game, drops are random and there are no tricks or cheats to get you what you want.
