Is Malistaires drop rate affected by doom?

in Darkmoor when you face Malistaire some say that if you use the spell Doom and Gloom to weaken him it lower his drop rate is this true?

No. There are several other threads where this has been addressed. If you are in the fight when he is defeated and stay to the end, you have exactly the same chance at drops. Nothing else matters.

It's totally true, I've gotten the entire set but each time a piece was dropped, I had fought him at full health.
