What level is your Balance? Because you've given no indication as to what level your wizard is, we really can't advise you on specific gear items.
Also, advice might shift depending on whether your wizard will be "tanking" damage, or spending most of their time healing, buffing and shielding others. Are they part of a team of four, or going in with one other wizard?
In general, it's not a good idea to use Jade gear in PVE for soloing or for times when your Balance needs to do damage against an opponent. However, Jade gear can be a good choice if your Balance is doing 100% support and will not ever need to hit.
