Master Diplomat Badge

It appears I am having trouble getting my Master Diplomat badge. I finished Colossus Boulevard, so why don't I have the Mast Diplomat badge? Or do I have to complete something else to get it?

There were a few side quests on Colossus Blvd. I'm not sure if they count too. Did you get all of them? (Example: Kirby Longspear...I think that's his name.)

You must have missed something.
Check out this site and click the Colossus Boulevard Quests link in the Master Diplomat badge line.
