minion vendors?

No such thing.
School minions are earned by questing.
Treasure card minions can be purchased in the Bazaar.
Henchmen, as someone mentioned, are only available in the crown shop while you are dueling.

If you mean the vendors selling minion based cards, There is one in krok and one in marley.
As for actual minions they are school based and quest given, But you can buy TC's at bazaar
