Need some explaining

So recently I started playing again after a 3-4 month down period, and what I came back to confused me.
I understand how gems work and what their purpose is, but how do I get the best of the best? Are they crafted, dropped, in packs, etc?
Also, someone please explain what the "+" part is in my stats. I get the "%" but is the "+" just an extra amount of damage, regardless of how strong the spell is (ex: myth damage has +20, so a spell that does 310 would do 330)?

You are correct. Most jewels give a flat boost, not a percentage, so your example is right on the money. The same is true for defensive jewels. Jewels that give accuracy boosts typically DO add a percentage so they stack with your other gear. I believe the same might be true with some resistance jewels, stun resist and critical block for example, but I'm not certain. Because of this, most of the low-level jewels are only a pin-prick or band-aid to be shattered and replaced as soon as something better comes along.
