Look for Nolan Stormgate in Cyclops Lane from there look along that area behind him in the grassy areas and you will find the smith. Hope this was helpful!

look along the outer wall in the area behind Nolan (the myth guy on the podium).

It's in the park area near Pvt. Sweeney and the other guys. It's on the grassy area near the water.
