The crafted Ice/Your school combo boots in Avalon & Azteca used to be considered superior in resist to Waterworks boots. They have both critical block and about 6%-7% universal resist.
In Crowns gear, the better boots at the moment seem to be Professor's Hoard or Ghulture's Hoard boots. Both have fairly high universal resist, high damage and critical ... but absolutely no block.
If you're past level 100, Darkmoor is generally considered the #1 choice for hat, robe and boots. However, some wizards find Krokopatra's hat, Rattlebone's robe and Meowiarity's boots from the exalted one-shot dungeons are comparable and also easier to farm for.
This is all a shot in the dark kind of answer because I'm not sure what school or level you're needing at the moment.
