In Wizard City where you do pet training, go into the Pet Shop Boys and you can buy a recipe to craft your own school's star gems. You will need a few pet snacks (you can buy them in Wysteria) and either Valencian Steel or Brass to complete the recipe and craft a random gem.
The crafted gems include proofs, givers, shots, snipers, assailants, bringers and wards. Almost always, it'll be a school gem you can use. That's the good news.
The bad news is, getting the brass and steel is hard. They're rare drops from battles.
Your other option is to do the Daily Assignments - every five days you get a reward and sometimes they give out really good pet gems for free.
Your final option is to keep fighting and fighting mobs. Some of them are known to drop pet gems at the end of battles. In Celestia, good pet gems fall surprisingly often....
Star gems are not sellable, unfortunately. You will either have to farm, garden, or buy these star gems from the Provisional Pet Pack available in the crown shop.

you acquire star gems by crafting; each school has their own recipe. one of the vendors in the pet pavillion sells the recipes (sorry, forget which one). check with the pet shoppe boys.
the other way to get them is from the star jewel plants that drop from the newest garden pack.
