The permanent Starlight Pony was a promotion that KingsIsle did last year (I think in early November) for those who bought an annual subscription.
The one-day-rental Starlight Pony (a 20% speed boost) is a rare drop from certain bosses, namely Rattlebones and Nightshade. I don't know how often it's dropped or if those bosses still drop it.
