Sun enchantments on steal health spells?

Hi, this my first post so if it's in the wrong catagory I am sorry. I was wondering, how come the spell "strong" doesn't work on my death wizard's steal health spells? I read that it only works on damage spells but it is still adding a bit of damage ( only 67 instead of 100). Thanks, Kevin TrollPants level 53 necromancer
