i have tried farming Waterworks 20 times, and nothing. And crafting isn't an option because I am only an Adept Crafter( I am very far behind). So what are some good clothing I can get from the bazaar? I am in Avalon, that should give you an idea of the stats. I have looked and nothing so far! Any suggestions would be appreciated.

You havent found anything because once you hit level 56-58 the bazaar is no longer an option for clothing. It all has to be crafted or farmed if you want to be good.
I suggest sticking to your guns and getting that waterworks gear, or pound out some crafting quests and craft some avalon gear.
