Pet Pavilion is the hatchmaking area. There are a few ways to hatch a pet:
In the main pet pavilion there is a hatch kiosk. You can search the pets there and hatch with any that you like. They will vanish from the kiosk when you hatch with them, returning after an hour. They're removed from the kiosk after one week or 10 hatches, whichever comes first. You can add your pets to share too. If someone hatches with your pet you will gain a hatch pepper. This is a reagent that can be used to craft a hatch kiosk of your own or various potions. Purreau has the recipes in the Hatchery.
In the Hatchery - a building you can go into from the Pet Pavilion - there are several ways to hatch pets.
1. Self hatch - where you want to hatch 2 of your own pets together. Jump onto one of the single sigils near the middle of the room and the interface will bring up your pets. You can select both of the pets you want to hatch and make a new egg.
2. Hatching with someone else. If you want to hatch with someone else the most common way is to both jump onto one of the double sigils* and then you both select your own pet that you want to use, then confirm and hatch. both of you will get a new egg.
3. Hatching with someone else. You can also hatch with another player by clicking them and offering to hatch on their profile, instead of going onto a sigil. Some people have this feature disabled so if it isn't there don't worry, you didn't do anything wrong! You may get a pop-up telling you someone has offered to hatch an egg with you - that is because they selected you and would like to hatch with your pet. You can agree or decline at any time.

*If you are trying to get onto a double sigil in a busy realm and are having difficulty because of other people jumping on instead of the person you want to hatch with, just group with that person and the sigil will only allow them to jump on with you
The Pet Pavilion is a place where you can train you pets. You can let your pets participate in Pet Derbies (think PVP for pets). You can buy snacks and accessories for your pets.
And, yes, you can hatch (breed) your pets with others. You can use Dr. Purreau's lab or the hatchmaking kiosk.
The instructions for the lab are in the hatchmaking tome inside the building and the Kiosk tome is close by the kiosk (the kiosk is out front to the right side of the building).
