I am going to have tempest spell in about 3 levels and I was wondering what is the perfect time to use tempest. I was thinking wait four turns to use Tempest because it will give me time to blade and I was just wondering what is the perfect time to use it?

The best time to use it is when you have 7 power pips. However, at your level, waiting until you have 7 pips (regular or power) is a bit tedious, so 4 or 5 pips are alright.
