Because they have not finalized our 110, 120, etc etc spells yet. Don't worry though as they are still coming up with updates, and we will be 110 when the storyline gets an update.

the level cap changes from time to time (it was 60 when i joined); i'm thinking they'll probably make us farm castle dread-more forever and ever, in order to get to level 101, and stop there because our suffering amuses them.
on that note, i would craft 100,000,000 spirit caller drums for that awful zafaria quest to get my gear, if it meant i'd never have to farm darkmoor again.
