Of course it can. Just because Microsoft decides not to "support" an OS doesn't mean it ceases to work.

Running Wizards101 on Windows 98 although you can play the game... would be very Laggy and very slow going.... But that also depends in the video card you have in the system.... you can have a Great up to date computer if the video card is subpar it will be slow going....
