ok first of all judgement is level 28
second of all:
storm: leviathan (if you go by pips), storm lord (if you go by true POWER)
fire: efreet
ice: i think frost giant still wins for this but snow angel may have taken over
myth: medusa, because it doesnt have the trap wasting double hit
death: scarecrow or skeletal dragon, probably scarecrow due to the 2:1 ratio of enemies in every world besides wizard city, and the drains
life: forest lord, as it is the only all enemy attack for life
balance: actually i think it is ra not judgement, due to ra being all enemies and not being X rank (if we did it including X rank tempest, heck hound, and judgement would win easy)

Your part one is what is the strongest fire spell. That also answered part 2. And part 3 is there are a lot of enemies and you bypass them by sending someone from your team in the battle. Rest of the team goes around and the person in the battle flees. Then you do it again for each enemy until crown of fire. Thats how you by pass them.

Ya know, I think maybe the ice minion for a few reasons 1. because he only attacks 2.Ice rocks 3I like cheese

I think the quest is called Final Countdown, you get to go to Celestia after you complete the quest and destroy the most evil person in the Spiral!
