What's Inside?

In the Shopping District (across from the furniature shop) there is a building that has its lights on yet I can't go inside. What's in there? Is it just a bug? Lastly, if it's not a bug, how can I get in there?

It is a bug BUT you cant get it. I think it will be a quest to a school only soon possibly in the future or a new shop.

i found the same place and saw the lights on after i became legendary.

one more thing i found about the location is it spawns blue wisp too.
