Crafting doesn't have anything to do with storyline quests. As long as you have access to the worlds, you can do this, yes:
Unless things have changed, then you can NOT do the ZF crafting quest unless you have finished CL, are questing in ZF, or have completed it.
However, this is not the case for Krok through MS. I am not sure about DS. As long as you have access to the world, even by porting to a friend, you can easily do the Krok, MB, and MS crafts while still questing in WC. I did this on several characters.
Actually you have to do a story line quest he gives you then you talk to him after his quest and then you get the legendary artisan quest if you are a grandmaster artisan which you find in Celestia. That's not true. You must complete the first storyline quest in Zafaria to get the crafter his supplies back and make him appear back in the market in order to speak with him to get the quest.
