Where do you find Cat Tail reagents?

I need them for the first mission for crafting. I cant seem to get them to drop or find them and they arent sold at stores.

The Bazaar in Olde Town usually has a large stock of Cat Tails, but you can also find them where they like to grow best, in or near water.

Look in the big fountain in the middle of Regents Square in MB. I looked there and found about 5 pieces of cat tail.
