You need to quest to Malistaire. Just stick with your quest book and you will get there. Best of luck!

Just keep adventuring, You will meet Malistaire well beyond after you Grand up. Then after you fly your dragon and ready to meet him make sure you bring your friends along. If you have no friends just go to WC commons in a full realm and say "who wants to farm malistaire?"

What do you mean by "fly your dragon?" I'm really curious now!
