There are many reasons.

1) reporting to some people is a act of being afraid which its not.

2)they're to lazy too

3) It actually encourages the reported person to CONTINUE beleive it or not.

4) It gets the sitiuation more crazier than might be.

5) The person reports you back.

6) You don't know how or don't like reporting people.

7) Just as you're about to report you realize.... you do the same thing!

8 8) You go on the message board and read a post made by Merekid that makes you see how many report worthy things you do.

9) You don't report till you change your ways.

10) Someone else fits 7 and you don't want them reported.

11) The person who fits 7 threatens you not to report them.

12) You are afrade.
