After finishing the Throneroom, you should have been sent to the Oasis to get permission to go the the Krokosphinx from the officer. This should trigger being able to use the boat, and in the Balance school pick up the quest.
If not, check your quests to see if you did miss something. If not, send a email to Mr. Lincoln.
hehe man been there done that i had to change realms about 30 times finally after a good week of messing around like a holigan i recieved the quest try reseting your pc or installing W 101 again believe me it happens a lot but malistaire came around and all my "quest lose" stoped good luck

you must have missed something you also have to beat the emperors retreat as well as ice vault
other than that i have no idea.
