What is 'The Phantom Zone'?

I've noticed something called the Phantom Zone when my edition of Wizard101 is loading. It has 'WorldData', so I assume it must be something like a test-world for KingsIsle to test things out, but I was just making sure.

Does anyone know what it is?

The Phantom Zone is all the mini games in the game data i believe.
