So today I saw a Seraph (?) and a Judgement appear out of nowhere in WC. Just wondering why and if they are for something?

Both are NPC's that appear as part of quests to get new spells. The NPC appears, a message appears to the questing wizard, and the NPC disappears. Besides the wizard getting the new spell, anybody else in the area will also see the NPC.
