So, what exactly is going on when you fight them? It's something that they are causing because when they are defeated the effect goes away.

There's a yellow smiley face that keeps appearing and disappearing over random player spots.

It must have something to do with the aura that appears in certain battles at the start of a player's or enemy's turn.

Could be, but, it's always going during every round and the scouter never casts anything to start it. At least, not that I've noticed.
