The Balance School is in Krokotopia. You must take the boat in the Oasis and go to the Krokosphinx. There you will find Niles The Tree, who has blades and traps. And you will meet Alhazared (spelling?), the Balance Teacher.
You must follow the storyline and finish the Pyramid of the Sun first. Then you will be sent to the Krokosphinx.
The Balance school is on Krokosphinx island (where the ship takes you), down the ladder. Niles, who also has a few Balance spells, is right next to the entrance. You need to walk up to the back of the ladder to get the "X" menu to enter.
Once you have completed all your required assignments in Wizard City, Merle Ambrose will ask you to investigate Krokotopia.
Once you have been given that quest, you can access the Spiral door by entering Bartleby the World Tree.
After you’ve completed Krokotopia, you can move on to Marleybone, then MooShu, then Dragonspyre, then Celestia. You can visit Grizzleheim at level 5, but cannot return until level 20.
If you want the prize, you have to build the ladder rung by rung. There are no shortcuts.
