the edge you are asking about is in the Shopping District down by the housing shop (I think thats what is there, if I am wrong its the deck shop) ... and I dont know what dungeon you are talking about.
and if you know also tell me how to get in dungeon in olde town. level 34 thurugist mooshu 8)
If your looking to get to elik's edge just head to the "balcony" beside the housing shop in the shopping district. If this isnt specific enough try pressing ctrl+t to turn on your quest helper (or through the options if you have it disabled).
If these ideas dont help i will gladly take you there myself as i had to do a quest there once too. :)
