Chain stunning?

Whats chain stunning? I had this happen to me once in pvp, all it did was remove a stun shield.Was it supposedto stun me again?Or make the chain stunners absolutely waste pips?

chain stunning is you stun someone and remove there stun shield with earthquake, then they stun you again and keep doing the till you are defeated
