Lost Lieutenants quest

This quest(Lost Lieutenants) is suppose to be obtainable at level 50 from Seargent Muldoon in Olde Town, but I can't get it..

What's up . Is it bugged?

My friend has it thou, but somehow Muldoon remains silent for me !
