Interesting question...I would suggest that it depends on school. Some schools need to get to the Balance School and Niles (the Balance Tree) by level 18 for that spell quest. That means you need access to the second area of Krok, so do it first. On the other hand, you don't need to visit Niles, etc, do either Krok or finish WC following your whims.
