Runestone problem

I'm questing in WT i have 3 runestones left. One is in Nustrand in final dungeon it wont let me activate it or anything what do i do?

This may be because you haven completely finished the ones before it, in nordrilund, sudrilund, etc..........I ran into this same problem, i dont know exactly what the problem is but side questing fixed it for me.
