Buff conviction for lower lvls

I have a solution to the lower level pvp people who complain about critical

Buff conviction.
vengeance is boosted at lower levels

True fact: Vengeance at low level isnt actually 25%
Its on the lines of 45-50% (hope i didnt give anybody ideas )

So why not buff conviction to along thoses lines?
Conviction gives a block rating of 90 which is equivalent to 20%

Thats my idea.
