Cloak is very handy, but really only if you use reshuffle. If you are not using reshuffle, it can confuse the opponent, but that's about it. Most players will wand or Spritely to find out what it is, as the game goes along. Cloaking several cards and then a Dispell can work cometime, but it depend on the player and their experience.
Believe it or not, I find the Accuracy spells (when used on certain spells with reshuffle), to give me a big advantage. This has helped me win far more matches, than Cloak has.
Remember, it's not the spell, but how you use it to your advantage.

The best spell depends on strategy, gear, the person, their deck, their pet, how they use it, and which school they are. So basically there isn't a 'best pvp spell'
