No spell

Okay so my fire wizard Luke Firecrafter reached level 35 and the registrar said "Go talk to Baldur Goldpaws in Olde Town for a new spell.". So I went to Olde town but Baldur Goldpaws didn't have anything for me so i tried the one in Grizzleheim but he didn't have anything either. Can you please tell me why this is not working? ( or try to)

You will have to first complete GH through Mirkholm Keep. Once you do that go to Balder Goldpaws in Olde Town and the quest should be there for you.
