When I leveled up to 35 Lincoln sent me a message to go to Baldur goldpaws in olde town and he would send me too Grizzleheim when I spake to him he just send come back when you level 20 and I 35

There are requirements before you can go attempt to get your level 35 spell. You have to complete all of the main storyline quests through Mirkholm Keep. Then you can go and try for the spell quest.
