I think if you are a level 10 it should pair you up Only with a 10 unless you tell it you want a Mix of levels.

because a level 12 cant win a pvp vs a level 20 or higher it just isnt fair

Fighting at a lower level is basically the same as putting yourself at a disadvantage. The matching system mirrors that challenge as it will pair you with higher level opponents of lower rank as you progress.

Personally I enjoy this challenge on my low levels. My advice to you would be to hang in there and get your arena gear, it will help you.

You Are TOTALLY Wrong About That. If You Are A Level 10 Warlord, You Can Get A Match Up With A Level 10 Private, Making It Completely UNFAIR.
The Level Of Difficulty Gets Higher As You Rank Up, Making PvP Fair.
You Wont Get Same LvL Match Ups Until You Are LvL 80.

And Also You Said That A LvL 12 Cant Win, You Are Wrong AGAIN. I Remember When I Was LvL 30 (Private), I Got A Match Up With A LvL 10 Warlord. That Guy Was Amazing.
