The portal to the Necropolis won't activate for me, which forces me to take the long way around the Atheneum and Plaza of Conquest. The portal itself isn't there, either, just the arch.
To originally get to Necropolis, you do have to go the long way around through Plaza of Conquest the first time. There's a quest you need to do, then you will be able to go through the portal in the Basilica.

You have to earn the right to use the Necropolis portal. I was just there and it worked fine.
