Storm Minion's Taunts don't work!

I dueled a Grendel, but I lost.
When I summoned a Water Elemental, it's taunts didn't work! That caused me to cry a lot. ;( Is it normal (not enough pips?) or is it a bug?

If it's a bug, fix it! (':x')

Even if it uses taunt, there's still a chance of the enemy attacking you.
