Please read a forum section before you post a new topic, as your question was already answered at the very top when you posted.

You must complete the required assignments in Marleybone including the Clocktowers and Big Ben quests before you will be invited to explore MooShu.

When you complete the quest "The Last Meow" http://www.wizard101central.com/wiki/Quest:The_Last_Meow you will be invited to advance to MooShu.
