It's over time, so say you had 10 pips. 130 (Because that's what I've seen Heckhound be.) times 10 = 1300. Now divide that 1300 by three, for the three rounds. 1300/3 = 433-ish. So yes, it would be around 40/45-ish, every round.
Nothing's wrong, bud- Heckhound does 135 damage per Pip over 3 rounds. So for each Pip you spend to cast it, it will do 45 base damage per round, per Pip.
I believe you didn't read the next part of the spell- over 3 rounds. so if you only have one pip and no damage boost, it will do 45 per round for 3 rounds. 45 x 3=135. It is an X pip spell like tempest and dryad. Try it with full pips; you will like the results. hope this helped
Not that this is a big deal, but it isn't "135" per pip. It is 130 per pip.
If this card is used correctly with good strategy, this card becomes very powerful. Personally, I have gotten it to where it will deal 1,500-2,000 damage per round. That makes a total of about 4,500-6,000 damage. Of course, though, this takes a lot of rounds of preparing. But it is worth it.
