Shirataki Air Shrine bug

Are there any plans to fix the Shirataki Air Shrine bug (where you are unable to activate the shrine)? It seems to have been around for quite a while.

Despite doing the quest in the suggested order, I have still come across this bug a few times.

It's very frustrating to spend an hour or so in the dungeon only to be unable to complete it.
