there are about 10 different versions of this hat, one for each school and a few special ones available as drops from bosses in dragonspyre.

my storm wizard received hers as a drop~ see this link for pictures:

What level requirement does it have? Is it No Auction? Did you see it under "Crowns Only"? You need to be a bit more specific.

It is called the Smoldering Vengenge Helmet, even though it sounds like a fire school hat it actually provides an ice school speel card. There is also a set of Smoldering Vengence boots, once again they provide an ice scholl spell card.
Look them up on Wiki 101 Central and it will tell you who drops them
