Malistaire's Wrathful Wrap

Ok, so the Malistaire's Wrathful Wrap (Level 50 storm gear) says it gives 17% Storm resistance. However, in the character statistics (where the total stat percentage is shown), it says it only gives 7%. Does this happen to anyone else?
