My little brother recently created a death character that has now reacher level 31. He was hoping to get the "animate" spell, yet any time he goes to Dworgyn, there is no quest waiting for him. He has obviously reached a level higher than 28.
You are looking for the quest Speedy Delivery or Learning a Lesson (both from Dworgyn. Speedy Delivery is the prequest to Learning a Lesson. Hope this helps.
