Cannot cast "Sandstorm" ???

I am a lvl 30 life wizard. my secondary school is balance. I have learned lvl 4 sandstorm and added it to my deck. For some reason, I cannot use it. Why??

Never mind. I learned I cannot use power pips with it. It is functional.
