I'm currently leveling my 11th character; in DS tower archives the Stone Rose is not appearing.
I know Exactly where it should be but it's not visible. I have tried a couple times, different realms, etc. in case of maybe a strange lag or bug (been happening a lot since 4/2016 update with various aspects of game play). I have even run on foot every square inch hoping for the 'X' to pop up even though the rose is not visible.
I have double checked wiki's to verify that I have the correct location as well.
