Storm is a powerful school which have good and bad advantages. These 10 tips will help you defeat a storm wizard
1. Beguile the storm wizard and make him cast a powerful spell on himself 2. Get a pet that can steal shields and take all the shields he casts 3. Bring along -90 storm shields 4. Wait for the storm wizard to use Lightning Bolt so he can waste his pips 5. Take the storm wizards low health disadvantage to your advantage and 1 shot him with judgement 6. Cast a shield 7. Wear universal critical block 8. Cast a black mantle on the storm wizard. It will stop the storm wizard in his tracks and the storm wizards spell will be lost 9. Wear a life amulet so you can heal 10. Bring along stun block
Realistically here is what you should do against storm. Find a good balance of keeping your defense up through shields and occasional heals. Then figure out when you can throw an attack in to do some damage, but not be blown up in the process. The hardest thing I would say about storm is just simply knowing when is the right time to attack.I would say a double shield of the same shield (Like double tower) is probably a safe time to hit, considering they only can take off one shield at a time. There are other ways as well but you need to get a feel for the different pvp playstyle you should have against storm.
