I do agree that if the private has worse gear, and is at a private's skill level, they should go first in the match. The issue is that there are people like me, when they start pvp on a character they are nowhere near a private's skill level and can match the warlords good gear.
I think maybe instead of a total 100%, it should be split 75%-25%, 75 in favor of the private.
